Based on the Indonesian Constitution No. 14 year 2005 concerning teacher and lecturer, it is stated that the teachers’ profession is a source of income which requires particular standard skill and professional education. A professional job needs specific skills which is learnt in purpose and then applied to the society. The function of teacher as a profession brings a consequence to the teacher to teach professionally. In this case, the qualification of teacher is considered because qualified teacher can do his/her job well. The teacher has role not only to transfer technology and science information to the students but also to form students’ behaviour and soul which can survive in hyper competition era. The teacher’s responsibility is to empower the students in personality aspect, especially aspect of intellectual, social, emotional, and skills. That’s why, to face those challenges, the ability to master the material is not enough, teachers should be responsible for developing their professionalism continuously, able to use technology in the process of teaching learning, able to know knowledge (academic, pedagogic, social, and culture), able to think critically, able to be responsive to every change, and able to solve the problem. Therefore, the qualification of English teachers and teaching learning facilities for elementary school level are the key elements to gain the good result of teaching and learning process.

The research design used in this research is descriptive qualitative focusing on discussing about the qualification of English teachers in elementary school level, dealing with the academic qualification, the teaching education and training, the teaching experience either experience in teaching English or being teachers, the teachers’ status, reasons, opinions, and objectives to teach English, and the academic achievements. Also, it discusses about the teachers’ plan and the process of teaching and learning as well as teachers’ facilities dealing with the teachers’ preparation in teaching English, the availability of English syllabus, the kinds of books supporting four skills for language learning (the supplement of English teachers’ book), the teachers’ text book, the instructional media used in teaching and learning process, the teachers’ teaching technique, the availability of English book in the library and dictionary, and the teacher’s problems and suggestions in teaching and learning process. The subject of the research is English teachers of elementary school level either government or private in Kediri town with all English teachers as population and 20 English teachers in 20 elementary schools as sample of the research. The instruments used are questionnaire, interview, and observation. The questionnaire is given to the English teachers to know the qualification of teachers of English, the teachers’ plan, the process of teaching and learning as well as teachers’ facilities. Free interview is used for strengthening the data of questionnaire or as supporting data. The observation is used to know directly the situation of English teaching learning process. The data collection was held in July 2007. To analyze the data, the researcher used a method called simple percentage and presented into form of description.

The result of the research shows that some English teachers did not have formal education background of English. Most English teachers also had not joined course, seminar, and training. Dealing with the teachers’ teaching experience and status, almost all English teachers had long teaching experience in the average of three to twenty years but some teachers also taught another subjects for example Maths, Indonesian, “PPKn”, Art, etc. Moreover, all English teachers in twenty schools did not have any academic achievement. In preparation and teaching and learning process, even though most English teachers had English curriculum and made one year program, one semester program, lesson plan before teaching and learning process, but they totally used text book. In addition, the instructional media (teaching aid) used were still insufficient.

Considering the result, the suggestions addressed to the English teachers, the headmasters, the government both local and centre, especially Education Service of Kediri town, the English department, and the other researchers. The English teachers should make an effort to upgrade their qualification, teaching technique especially teaching English for young learners, and prepare well the materials and teaching aids before teaching and learning process. The headmasters should select well the qualification of English teachers (S-1 degree English department), be responsible for upgrading their teachers’ English teaching skill and knowledge by sending them to training, seminar, and course, and also facilitate them teaching facilities. Education Service should select the candidate of the English teachers who will teach in elementary school based on what is stated in UU No. 14 year 2005 concerning teacher and lecturer and provide some media to improve the teachers’ professionalism by carrying out seminar and training. English department should improve the quality of English teachers who really can work professionally. The last, the researcher is expecting that the future researchers can continue to research the higher level of schools (junior high schools, senior high schools or even university).
